Dragging their feathers on the ground...? You mean like tail feathers, right? My pigeon, Toad, is a very very annoying little brat... (: But he is always always displaying and courting his lady. So...Yes...the dragging of tail feathers (often accompanied by strutting, trying to make themselves look large and tall, or puffing up their necks and cooing) is all courting.
It's part of their grooming process...they are dusting themselves for mites.
