Has any one heard a cocktail talk?

No, you have a very special little bird. Most cocktails don't talk, yours was diffidently hand raised. Yours is only the 3rd baby cocktail that I've heard that talks. I raised exotic birds for years. However, they were large birds, Macaws, Cockatoos, African Grey's and Scarlet Macaws

Yes. Cockatiels can learn a few words, but their vocabulary will never be as extensive as some of the larger parrots, and some never feel the need to talk at all. Every privately owned cockatiel I've ever known has had a spoken vocabulary of around 4 or 5 words. I've even known a few parakeets (budgies) that learned some words. The cockatiels in our store, even the hand-raised ones, do not talk, they just mimic whistles and sounds, but that doesn't mean they might not start once they get more one-on-one attention from a loving and patient owner.

yes they will repeat sounds and words. Such as the message on an answering machine the door bell. When you leave the house to go to work leave the radio or tv on to keep it company and you will be surprised at all the new sounds and words they will pick up. They usually pick just one person to minick. Becareful once they learn a word or fraze they will repeat it for life
Yes they can talk though mostly they whistle. They're great at learning tunes they can whistle. But it is possible for them to talk. I had a male cockatiel who looked me right in the eye one day and asked "what are you doing?" clear as a bell.

It felt strange having to justify one's actions to a bird. LOL!
