How do i get my jap quail to drink they are only 2 days old?

You don't.

Like all other baby birds, baby Coturnix Quail don't eat or drink on their own. They need to be hand fed formula or baby food. Even when they eat, you shouldn't "feed" them water; they'll get plenty of that in the formula mixture.

Once you start to wean them off formula, then provide a shallow bowl of water for them as well.
