I've found that most male budies are attracted to tall men wearing tight lingerie, bright make up and tall, black knee high boots. The more frills the better! Something about how Transvestites and two gendered people dress that turns them on. Who knows what really goes on in those fuzzy heads?
Budgies go great with fruit and cloves. You'll need more than one. Not very satisfying otherwise.
Okay - serious answer (Do I HAVE to?!). Try to spend some time close to the cage and feed treats via the hand. You can even capture the brat and towel them. When toweled, gently pet them. it can take as long as 3 months to tame a budgie, so it takes some stern willpower (something I don't have) and patience. There's several books out there that can help train the budgie down. I'll post my favorites below. Good Luck!

However, you need to hand train the critter. Have some parakeet treats at hand, scritch him with two fingers on the back of his neck, rub his beak...Goofy, but all birds love this eventually. Be patient.
Also, a little Sage, a little Garlic, some Onion...slow oven for about 15 minutes...Be sure to pluck first!
Tell him a bird joke.
Seriously, clip his wings and handle him with gloves. He will learn to trust you because he will learn that he will fall and the gloves will teach him it doesn't hurt when he bites you.
