Your budgie needs to be seen by an avian vet. It sounds like he may have scaly face mites. If it is, it needs to be treated before it does permanent damage.

A warm wash cloth with just water on it if you can not clear it up it could be infected and needs a vet check
Your parakeet needs to go to a vet.
if it is scaley face mites , you can treat them either with an ointment from the pet shop or by using mineral oil and a cotton bud. Cover the scale area in oil being careful not to get it in the birds nostrils.
This is a slow method but does work if you do it at least daily.
