This might sound weird but a friend of mine has a stroller ( looks just like a baby stroller ) with a mesh type fabric that zippers all around that comes with a perch that she uses to "walk" with her babies. She said they love it and they are protected in case she encounters a big dog.The others answer's are correct, they do sell a harness with a little poop sack enclosed but everyone i have talked to said unless you start them getting used to it very early they freak out when you try to use it.Good for you for wanting to include your 'baby" with you on your walks!!!!
yes--! We used to use these littel "diapers" for our caiques that worked great, and the little leashes hook onto it with velcro. They would ride on our shoulders to Starbucks and the birdstore, etc! Plus, they dont poop on you, they poop in the suit on a little disposable cotton! But you HAVE to get them used to it! My cockatoo is older and wont have any part of the leashes! I dont know what kind of bird you have...?
Here is one site:

You can't make an effective leash for a small bird. Obviously you can't put one around its neck... For large birds they make jesses, but those are for birds with very strong legs and bigger brains. Small birds get too frightened and would resist too strenuously and probably break a leg. If you were really creative you might be able to make a harness for it, but I've never seen a commercial one.
